In our experience, we obtained this weapon from a chest with Eridian symbols in the Great Vault at the end of the game. This indicates that it might be tied to a drop exclusively from those Vault chests; however, it’s more likely that it functions as a world drop. Therefore, if you’re looking to increase your chances, it’s advisable to activate Chaos mode after completing the game and start blasting away at everything in sight; eventually, you’ll see this weapon drop!
